Jeff Frazier
Jeff Frazier is the founder and chairman of StimPack, as well as the Board of OUR Rescue, a global organization focused on ending sex trafficking and child exploitation and supporting survivor-centered care. A decorated U.S. Army veteran, Jeff combines on-the-ground experience in Haiti with an operator’s discipline around measurable outcomes.
Jeff is also a technology entrepreneur, AI innovator and clinical research leader. He founded and led THREAD Research, a clinical research technology company acquired in 2019 by JLL Partners and Water Street Healthcare Partners.
His work in Haiti has included partnering with local stakeholders to fund and manage initiatives across water and food security, reforestation, education, and community infrastructure, with a consistent emphasis on child protection and preventing exploitation. Jeff’s story also includes being kidnapped and held in Haiti—an experience he recounts in 43 Days to Freedom—which sharpened his focus on security realities and responsible intervention.

Keith W. Mines
Keith W. Mines is a retired U.S. Army Special Forces officer and career U.S. diplomat with decades of experience in fragile-state stabilization, governance, and security-sector reform. He served in Haiti as a U.S. Foreign Service officer (1995–1997) and later helped lead U.S. efforts to understand and address Haiti’s recurring political and security crises through policy, analysis, and convening.
Most recently, Mines served as Vice President/Director for Latin America at the United States Institute of Peace (USIP), after senior roles at the U.S. Department of State, including Director for Andean and Venezuelan Affairs. He is the author of Why Nation-Building Matters (University of Nebraska Press, 2020) and writes widely on peacebuilding and post-conflict reconstruction.
On StimPak’s board, Keith brings strategic depth on security, institution-building, and the practical realities of restoring stability—helping translate compassion into durable outcomes for Haitians.

Edward Vasta
Eddie Vasta leads the StimPack Impact Fund, providing catalytic lending and practical mentorship to Haitian startups. He brings a disciplined capital-allocation mindset, a daily operating cadence.
Eddie is a long-tenured portfolio manager and trading leader with more than 25 years of experience in the Sassicaia branch, managing approximately 100 million dollars across multiple strategies. He is also a recognized talent developer: he mentors and trains new employees and currently oversees 12 profitable trainees who collectively manage about 100 million dollars.
Eddie manages the Delray Beach office, leading daily tactical meetings and supervising and mentoring Florida-based traders. On StimPack’s board, he contributes rigorous financial judgment, coaching leadership, and an operator’s approach to turning limited capital into compounding impact.

Sean Vassilaros
Sean Vassilaros is a tech executive and entrepreneur who serves as Chairman of the Board of OUR Rescue, a global organization focused on ending sex trafficking and child exploitation and supporting survivor-centered care. He was elected board chair as the organization reconstituted its board and strengthened governance to expand impact and operational professionalism.
Sean brings a blend of mission leadership and operating experience. He previously co-founded and served as COO of THREAD (clinical research technology) for a decade through its 2019 acquisition, and is the co-founder and CEO of KANNY, an HR tech software company. He also chairs the Hailey Mayz Foundation, supporting therapy services for special-needs children, and has served as an adjunct professor at Lehigh University.
On Stimpack’s board, Sean contributes governance, scaling, and anti-exploitation leadership aligned with protecting vulnerable populations.

Pearson founded Aptive in late 2015, and within just five years the company rocketed to $266 million in annual revenue. Today, Aptive services customers in more than 4,700 cities across 26 states and it ranks as the 8th largest pest control company in North America out of more than 20,000 competitors.
